Question PC won't boot after upgrading RAM

Hello there, i recently took home a Dell optiflex 830 from my office since they're about to throw it away. Then i bought a 4gb 1600mhz RAM to upgrade from the original RAM which is 2gb 1330mhz, but when i switch the RAM it won't boot and show error 1-3. I try to swap it back to the original RAM, it boots normally. I also try putting it in both RAM slots still nothing. Is there anything that i can do to fix this?

Do you mean an Optiflex 380 or a PowerEdge 830? I couldn't find anything on the Optiflex 830.
 
The truth is this- 2x4GB DDR3 1066 will work, this is what the chipset will accept. Non booting is usually using x128 "AMD" RAM. Dells from that era required x64 Low density RAM. Crucial is a good brand for this. Many vendors can't answer this question. Some aftermarket have used x64 then switched to x128 and used the same part numbers. I encountered this with warranty replacements/
DDR3 4GB 1333 x64 is more common and will run at 1066. Best CPU is the Xeon X5470 with a modded BIOS. The best way is to buy an LGA771 to LGA775 converted CPU.
These were only sold with 65W 2 core CPUs. heatpipe Cooling for a 95W CPU from an Opti 780 willl be needed. There are 65W 4 core CPUs. Q9550s or Q9505s. They tend to be pricey.
