Question PC won't boot at all ?

Hii.
My pc just went completely wrong. At first It wont boot at all. So i rma my my motherboard because I've tested all my component in different build and its working fine except for my motherboard. After the rma its getting worse. It can boot to bios but it will get stuck in lockscreen. Then i gave up on it. I bought b450 from rog. The rgb logo is on but PC won't boot with that board either ?

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

Will the system boot into Safe Mode?

Do you hear any beep codes or see any error codes/LED's?

Have you tried clearing/resetting BIOS?
