[SOLVED] PC won't boot - case fans come on when PSU switched on even though PC isn't on?

Title says it all folks - I plug in this desktop (Asrock socket 1150 mobo, Intel Core i5 CPU) and it won't boot...pushing the power button does nothing.

Yet, when I plug it in and have the power supply's own power switch set to on, even without trying to start the computer, all the case fans come on slowly...is this a sign there is a short circuit on the mobo somewhere and the mobo is likely toast?
 
Solution
Time to breadboard this outside of the case and see if the issue remains.
Only connect the PSU, CPU& cooler, Ram, and a GPU only if your CPU does not have built in graphics.

Does it power up now and stop at the 'No Bootable Media Detected' message ?
