Pc Won't Boot, fans spins Full speed

My Pc Won't boot occasionally, no bios screen, no display while all the case fans and cpu fan run full speed and no beep or any warning alarm.
I tried removing ram and it gave me warning beeps which means ran is ok. i know thus psu is shitty but can someone confirm the psu to be the cause? are my mobo and processor ok?
Want can be the cause? help plz

specs:
Cpu: i5 6600
Mobo: Asus Z170-k
Ram : corsair vengeance 8gb 2400mhz single module
Cooler: cryorig H7
Psu : Cooler Master Elite 550 V2

I wouldn't touch Coolermaster and Thermaltakes low end and mid range units, the few good units they have are likely well out of your budget. With Corsair avoid all of the VS series and the older CX(m) units the newer 450, 550 and 650w models are decent.
can u recommend me few good psu for 600 or 650 watt? here in my region there's availability issue sooo...
also is there any way to know that the mobo and processor is ok?
