Question PC won't boot past bios after ram upgrade

So I just bought new ram sticks because my one of my old ones stopped working and gave me blue screen, with the new ones I don't get blue screen but I can't boot my pc past bios. Have tried troubleshooting methods but nothing seems to work. I can't even reset pc or reinstall windows from a usb. Anyone that can help?

PC ran smoothly for 1 year until ram failure, also no OC on cpu and no xmp enabled on ram.

no screen? no bios? pc get no power?

Alright so I managed to manually reinstall windows from a usb using rufus, pc works now with a fresh installed windows and old files still kept in windows.old, downloaded drivers for everything to make sure everything its all good, ran windows updates, and bios update, pc works fine after multiple restarts so I think I'm good, except for one thing. When I enable the xmp profile in bios, my pc won't boot, it fails, and motherboard led lights yellow which indicates ram problem, anyway when I disable xmp everything is fine again and my pc runs the ram at 2133 mhz, why is this? my motherboard and cpu should be able to handle 3200 mhz, I have checked qvl, and compatability. Do I need to OC my cpu manually first for it to work or what else could be the issue?
