Question PC won't boot up the Windows installer when using a usb drive.

Hi I'm new to this PC stuff so bare with me lol. I just bought a gaming PC from my friend and I have been having the trouble of getting the windows installer to boot up. It shows the windows logo for a brief second them reboots back to the boot menu. I have tried going into the BIOS and selecting both the UEFI version of the flash drive as well as just the regular flash drive version and nothing. Also read online I needed to format the USB using Rufus and tried that and nothing. Also have tried multiple USB ports and devices and well you guessed it, nothing. I kinda going crazy trying to figure this out so I'm hoping you experts can help me out. Any suggestions are welcomed!
