PC Won't Boot Without Restart

I'm having a problem starting up my Win7 PC. If I shutdown my PC it won't boot up the next time I start it up. The lights & fans come on but no beep or display. When this happens & while the PC is still powered up I push the restart button it will boot up properly(post,beep,load windows). If instead of shutdown I choose hibernate It will start up the next time I turn it on.

I'm not sure if this is a software, hardware, or bios issue. An suggestions would be appreciated.,
 
hollowlog if your pc is a few years old it may be a sign of a weak cmos battery. start there by replacing it. (cr203).
the next step is ask someone for a volt meter and check the power good line see if it at atx spec. if this line is low the mb wont post. the next two parts are the power supply and mb..could be a bad cap or part in the power supply or mb. would need a test power supply to see if the error follows the supply or the mb.
 
MB,mem,HDD & case are about 6mo. old. The rest of the components are from other PCs. I cleaned my PC 3 or 4 weeks ago. I swapped the power supply from another working PC & the same thing happened.
 
I read that it could be a HDD issue causing my problem. I scanned my hd using WD Data Lifeguard. It didn't find any problems. When I rebooted my pc instead of booting directly to the OS Win7 gave me the option to run Startup Repair which I did. Asked me to run System Restore which I did & a couple minutes later the boot up issues I had were gone
