Pc won't post/boot

I recently bought a cooler master hyper 212 evo CPU cooler for my amd fx-8350, I read all the instructions for installing the CPU cooler but after trying to boot up for the first time after the switch I realized the screen wasn't to turning on and the mobo didn't beep the way it normally does. Ive read tons of other links on what might be the problem but I have done just about all the trouble shooting there is.
I have the following parts:
Amd fx-8350
Gigabyte ga-970a-ud3p
2x8 gb corsair vengance memory
Evga Geforce gtx 770
Corsair cx600m psu

Any tips are greatly appreciated

First thought is it may be too tight, loosen the EVO then snug it up screw tight, if too tight in a corner or side it can throw the CPU out of level and all pins don't have full contact. Also ensur the DRAM is fully seated
