Question PC won't post or boot. Dram red light is constantly on. RGB works but CPU fans won't spin. Does the RAM not work?

I have a 7700x, gigabyte b650 gaming x ax v2, g.skill flare x5 32gb 6000 cl32 ddr5, and a be quiet pure power 12 m 750w psu.
I don't have any other components installed because I just want to see if the PC works.
I returned the motherboard and got a new one. I replaced the CPU with a 7600x and it still doesn't work.
I have tried the RAM in every possible configuration and updated the bios.
Not sure what to do from here. I also got some insight from some friends and everything they tried didn't work.
I've also waited for over 10 mins for all the boots.
Is it possible that both ram sticks don't work?

How are you cooling the processors?

Which slots are the rams populating on the motherboard?

Did you inspect the CPU's socket for any bent or broken pins?

I put them at A2 and B2 at first but then I tried each in A2 and then A1. I am using this to cool it: https://www.amazon.com/dp/B09P4KH7QK?ref=ppx_yo2ov_dt_b_product_details&th=1
It has 2 fans so I'm hoping its more than enough as ryzen doesn't heat up as much as intel.
The first motherboard had bent pins but the second one didn't.
