my computer is completely new except the mother board, cpu, and ram. I have had no problems for the past 8 months. starting a week ago the computer gives no display and the cpu fan goes right to 100%. I've replaced ram, cleared the cmos, and even changed power supplies. I've checked for swollen capacitors and everything. the only thing I can think of it being is the cpu but if you have any other opinions on what it could be or how to fix it please let me know

The CPU is most likely not your problem as CPU's hardly ever fail. Can you list the parts in your computer?

Have you tried booting with no drives connected to see if you can get into the BIOS?

just tried that, same thing.

I have and I got the same results

Try booting with only 1 stick of RAM. If one stick does not work, try the next.

I've already done that, I even used a stick from my brothers computer

I am out of ideas. Perhaps there is a compatibility problem between the Dell Optiplex motherboard and the latest version of Windows 10. The motherboard would be about 8 years old now.

that is likely not the problem either, my brother has the same motherboard and cpu as me,

I recall a few days before it compltely stopped working I had 2 instances where the computer completely froze, and 1 where it just shut off
