PC Won't Power On. Is my Motherboard alive?

So there was a bad wind storm here in my place and the lights flickered, then my PC turned off. After that it won't power back on. I don't hear any beeps, or anything.(I dont have a motherboard speaker)

Its an older 4 year old build.

GIGABYTE GA-970A-UD3 AM3+
AMD Athlon II X4 645
Nvidia GTX 280 (With 6+2Pin)
8GB RAM.
Antec Earthwatts 650 Psu

Should I just try and replace the power supply? or is my motherboard shot.

Edit: I disconnected the 8pin ATX12V and everything powers up (Except for the CPU). However when i put it back in, it won't power up at all.
 
Solution
It sounds like your PSU has crapped out. Not the PSU'S fault it was a storm as previously mentioned.

I'd personally try a different PSU and see if it has the same problem. If it does then the Storm over volted your CPU and cooked it in which case you'd need to contact AMD if it's in warranty.

I just ordered a new PSU, I willl post an update when i get it installed!
 


I changed my power supply and it powered up!
For some reason my Hard Drive was damaged.. but I also replaced that and I bought a better power surge protector!
