Question PC wont power on when installing new hard drive

After using all the space on my brothers build (m.2 SSD 250 GB) it was time for a upgrade. i decided on a 1TB WD Blue 7200 RPM HDD. I have the exact same hard drive in my own build, so i thought it was a great choice. when installing it the first time, it neglected to power on at all, no lights, fans or signs of life. Eventually i got the HDD to show in bios, but not windows. i kept messing, eventually we were back to square 1. I swapped out for a better SATA cable, powered on, and the sata cable connection to the HDD began smoking. unplugged everything, the PC didn't short out, its okay. After reading many more forums and pages of people having similar issues (i cant find any forum with someone that had the exact same issue) i was pretty confident it was a manufacturing issue with the hard drive and nothing more. I returned it, and got a new replacement. Today, we installed the second hard drive, EXACT same issue, but this time i cant get it to power on even to BIOS, and dont want to risk smoking/shorting it again. I'm at a brick wall, and have no clue what is going on, any help will be greatly appreciated.
