PC wont start! Fans spin for a half second then stop

Well basically this pc has stopped working on me when I decided to come back. so I decided to try to start it up. It’s been unplugged for about 3-4 months but now whenever I try to turn it on everything starts for a quarter second then stops, I’ve tried unplugging the 24 pin and plugging it back in with no success. I’ve also taken out all the ram cleaned and put 1 in and then put The other in with no success. Please help me.

Probably a power supply issue, or bad motherboard. Need full system specs including power supply brand and model.
