Question PC wont start up with gpu plugged into PSU

My pc randomly turned off today and now won't start back up. It boots if I remove the pcie cables from the gpu, so not sure if its the psu or the gpu that would be faulty.

There is nothing from the gpu when it's plugged in however when I unplug it and then turn the pc on the fans on the gpu start working and it lights so. Anyone have any insight or what to suggest would be great.

Gigabyte 980ti
Evga supernova 750 G2 psu
Msi gaming 5 mobo

Flip the dual bios switch on the gpu see if this helps.
