Question PC won't start when graphics card is installed

I've recently built a new PC and when i plug the GPU in it won't start it boots for a second then switches off, when I remove the GPU it turns on but I can't tell if it posts because there's no on boards graphics the CPU is a ryzen 7 2700 the motherboard is a Asus prime b 450 plus and the graphics card is a ASRock rx 590 the PSU is a areocool 750 bronze. I've tried disconnecting the power to the card whilst still having it in the motherboard but it still doesn't stay on it just starts up then shuts off, also tried both pcie slots I've tried everything I can think of removing ram, hardrives different eight pin connectors and nothing works, also checked both 24 and 8 pin board connectors just wondering if there's any common fixes or problems like this. I don't have any other parts to try and troubleshoot separate parts
