Question PC won't start when I install a GT 730 ?

hello guys, i bought GT 730 2GB DDR5 and i'm trying to install it on my pc, when i put the video card in the system PC not starting, stuck in here (link is safe and guarded)
when i'm trying enter bios i can't or if i entered, i don't know what i do next.
my motherboard is here please check (safe)

okay, thank when the pc stuck like first picture, the pc Something will make a sound like i don't know, when the sound begins 2-3 times it's stopping and nothing happen. please help me what can i do?

Your PSU seems to be failing. The 12V is not even at 9V and it shouldn't be less than 11V. The same goes for the 3.3V that is low as well.

I don't think you need one one from A or B tier, C should be fine and cheaper, but here is a list of unit you might want to consider.

The OP appears to have an HP system so most likely it is using a proprietary PSU.
