PC won't turn on after shutdown unless I pull out the motherboard power cable and replug it

So basically my friend's PC won't boot after shut down unless he manually turns the power supply off, pulls out the motherboard power cable and reconnects it in and then turns it on. This has become a huge annoyance has the PC actually turns on but will have no display and won't turn off from the front switch and have to manually turn it off via power supply switch. The weirdest thing is that even though we thought it was a power supply defect and replacing it a bit later the problem has still persisted. On successful boot after this ritual it will say something along the lines of "overclock failure" where we are forced to press F1 and then having to enter bios and discard all changes and reboot.
 


Case button, when it fails to boot aka it turns on but no display on screen at that state he has to manually unplug the power supply cable and do the ritual for it to boot correctly
 


I don't think you understand what I mean, I mean when the computer fails to boot as in : turns on but no display on screen but fans are spinning etc he can't shut it down using the front switch. Otherwise when it boots successfully he can use front switch or shutdown from menu to shut it down
