Question PC Won't turn on, case lights come on when power led is in power switch pin slots

Brand New case, evga 500w bq power supply also new, could the issue be the cpu or motherboard? Motherboard is a b360m bazooka, cpu is an amd vega 11 i think, all the parts but the cpu and motherboard are new
