Question PC Won't turn on

Hello, I have a gaming and streaming pc. My streaming pc started giving me issues a week ago. So far I have tried changing the MOBO battery, trying to hard boot by using a screw driver on the motherboard front IO pins, and as I am typing this I just got done installing a new PSU. Nothing has worked. After I installed the new PSU the PC will start for about half a second and then stop. The only thing that happens is that the gpu fans spin and then they stop. Any info will help, I was thinking of taking it to micro center and letting them fix it but if anyone has any idea I would appreciate the info. Thank you.

Disconnect everything from the computer except 1 Ram and CPU
Plug monitor into motherboard, see if things work

Just Tried this and nothing happened, so what I usually do to get the fans to spin is I turn the PSU switch on the back to off, then switch it back on and then the fans will spin for half a second and then nothing else happens. I did what you asked, I unplugged the GPU power then plugged the HDMI into the MOBO, took out one stick of ram and left the other one in (I also checked the manual to make sure I had it in the right spot for a single stick setup) and nothing changed.
