PCI Bottleneck and power and cooling ?

Hi I am going to replace my graphics card and had these questions the one I am going to buy is the gigabyte radeon 290 tri cooler . I am going to replace a 6670 and install a 600w corsair PSU will that be enough to power my GPU ? I am not going to OC it but run it stock in my dell inspiron case (660) will there be enough cooling ? The motherboard that I will have in their willl only run at PCI 2 16x will that be enough bandwidth for the 290 ?

The minimum PSU for that card is 750w, to ensure stability (even thought you don't actually need that much)

The card should run well, same with the PSU although it may be a good idea to get one with bit more juice.
