Yes. There is no problem. You can install any PCIe2.0 graphic card. At full load the performance could be worse but nothing else.

No card out today is bottlenecked by a 16x 1.0 slot (or 8x 2.0) by more than 5% and like henry said pci-e is backwards and forwards compatible. Meaning you can use a 1.0 card on a 2.0 slot and a 2.0 card on a 1.0 slot. Or vice versa of course.
