When I connect a PCI-E 3.0 16x GPU to a PCI-E 2.0 16x MOBO does it affect the performance of the GPU? and the same question with DVI-I to VGA adapter?

Solution

Adapters tend to slow down the communication (Not noticable) but a cable will allow instant and direct connections, and it will allow it communicate faster, and also allow it to be converted along the cable, rather than in a little adapter. This will also allow a better type of communication, keeping it fully analogue rather than converting to digital.

I would tend to go for cables over adapters, although I don't really see a difference, they're still both good!
PCI-E 3.0 is backwards compatible, which means it can connect with 2.0 and 1.0 and any other versions of PCI-E, and this comes with no performance loss. I believe the DVI-I to VGA adapter does not lose any performance, I have used something similar in previous years and didn't notice any sort of difference, maybe it could cause slightly lower quality, but overall its nothing major.

Hope I helped!

Have a great day,

- Dom.

No not really, PCI-e 2.0 x16 is still fast enough for all graphics cards.

DVI-I can output analogue signal (DVI-D cannot), so you should just use a DVI to VGA cable, not an adapter. These days you really should use DVI/HDMI/Displayport though as these are digital signals, so the picture quality is superior.

I have used adapters in the past, and I haven't seen any really major, or noticeable difference, although the Analogue and Digital connections can cause some issues, it shouldn't be anything major to set yourself on a cable rather than an adapter.

Personally, there is no major performance loss, so there's nothing to worry about in my opinion.
