Can I run a GPU with PCI-Express 3.0 x16 on a PCI-Express 2.0 x16 slot.

yes. PCIe is backwards compatible. you can use a 3.0 device on 1.0, 1.0 on 2.0, whatever. The only caveat is that you are limited to the speed of the older slot or device

Yep! the only issue you run into is certain games while playing @ 4K.
