PCI Express 3.0, 2.0 Will I need to upgrade my MOBO

Ok first off I know there backwards compatible. This not an answer I'm looking for. To which I will now as best I can ask the question. Now i've been reading the diffence between the type of connections. Summary of PCI Express Interface Parameters:

Base Clock Speed: PCIe 3.0 = 8.0GHz, PCIe 2.0 = 5.0GHz, PCIe 1.1 = 2.5GHz
Data Rate: PCIe 3.0 = 1000MB/s, PCIe 2.0 = 500MB/s, PCIe 1.1 = 250MB/s
Total Bandwidth: (x16 link): PCIe 3.0 = 32GB/s, PCIe 2.0 = 16GB/s, PCIe 1.1 = 8GB/s
Data Transfer Rate: PCIe 3.0 = 8.0GT/s, PCIe 2.0= 5.0GT/s, PCIe 1.1 = 2.5GT/s Now if I read this correctly the 2.0 will not adequetly handle the new card. I.E. there will be a significant drop in the speed in which the data is transfered? Am I reading this correctly? And by that. it means I will have to update my MOBO. And if so will I need to buy a new operating system. I had installed win 8.1 OEM Thank you for your time. And I hope I asked this in clear manner. If the gfx card could saturate the PCIe 2.0 bandwidth, yes. But it can't. You will not lose any performance from the current interface you have.

Thank you, For providing the link for the Benchmark. It was very insightful. And I believe that with that you have addressed my concerns. Sorry that I didn't have the correct link for the video card that, I want to upgrade to. But with the titan x as a test in the benchmark. I guess it doesn't really matter.
 


That would be, I believe because, backwards compatible refers to being able to use the same connection. I maybe wrong. But I don't think that implies that they are equal in performance. The analogy would be to say that a usb 3.0 is equal in specs to a 2.0 because they are backwards compatible. What I wanted to know is would the PCIe 2.0 x 16 be able to handle a card meant for a 3.0 PCI x 16 slot. Without a performance loss. I have read all lot of different forums. And while most say that you can use a card meant for a 3.0 in a 2.0 there doesn't seem to be a exact consensus. And by all means, if I were to have to go out and get a new motherboard. So that i no longer have to dwell with low fps playing WOW. ASUS GeForce GTX 1070 TURBO-GTX1070-8G .. is big investment, and a new mobo. I would have to consider doing a new build at that point. luckily after seeing clutchc link I feel confident that is not the case.
