PCI Express Slots Not Working

Hi all,

I recently moved all my components out of my old case into my new one.

After I installed all the components I've run into the following issue; The system powers up fine however, I can't get any display to come out from my graphics card (specs below). The fans spin up for about 2 seconds when the system powers on then go idle again. There are two lights on the GPU which stay on the entire time the PC is switched on.

Details of what I've tried:
- Used the on-board graphics to check if the GPU is detected by Windows which it isn't.
- tried different PCI-e slots, same result
- re-seated GPU in each PCIe slot several times
- re-seated RAM sticks
- carefully cleaned gold plated connectors on GPU
- reinstalled INF driver for motherboard
- Unable to reinstall GPU driver as I get an error message telling me that no hardware is detected
- Reset CMOS several times (by removing battery)
- flashed motherboard BIOS to latest 1.80
- changed GPU Gen to 1,2,3 & Auto
- Made sure default display is set to the GPU
- Reset defaults in BIOS several times....

Specs:
Motherboard: ASRock Z77 Extreme 4-m
CPU: i7 3770
RAM: 1600MHz 16gb
HDD: 120GB Samsung SSD evo
GPU: EVGA GTX 680 4GB Classified with arctic twin turbo II cooler
Case: Silverstone precision PS07

I'm all out of ideas.... I've Google'd this to death for two days now and tried nearly everything under the sun..
