2 x PCI Express 2.0 x16 slots (PCIE2 @ x16 mode; PCIE4 @ x4 mode): What does this mean, is it a normal x16 slot or lesser?

no they are not the same x4 reduces the speed to 1/4 while x16 runs it at full bandwidth when u will attach more then one gpus generally happens with amd boards with 970 chipset
