My GPU seems to be powered on yet when my pc turns on the display is shared via processor graphics. The GPU is not listed in device manager . The BIOS is set to PCI Graphics. The GPU is not sending display in safe mode also (Windows 10). Lately i had the same problem but it was fixed through changing BIOS to PCI Graphics

This time BIOS is at PCI Graphics and still not working, Thanks.

Note:- The GPU is connected using HDMI and IGPU is connected using VGA.

What's the brand and model of the motherboard?

What you've already changed is just the graphics device detection order.

There should be another setting, specific to the CPU, that allows you to disable the integrated graphics processor on the CPU itself.

I have ASUS P8H67 2011 UEFI motherboard
If i turn of Integrated graphics my display for emergency situations will turn off also.
