PCI slot or MOBO?

I'm running into a problem with getting a display. I changed to a new water cooler and after rebooting my rig I can no longer get a signal from my gpu. i tried 2 gpus. a gtx 770 and a NVidia k4000. I can confirm that it is not the graphics card because because they both work in another pc. under device manager it's giving me this "Windows has stopped this device because it has reported problems. (Code 43). Onboard graphics works
I have tried the following
reset pc, updated driver, rolled back drivers, tried card in other pci slot, set bios to start with either of the pci slots.
Administrative Tools>System Information>Components>Problem Devices only lists my graphics card as a problem and the only thing with a yellow flag under dive manager is the graphics card
What gives? I wanna lean towards the psu because I don't see why both pci slots don't want to work. especially because the 2nd slot was never touched until this problem arose. I don't have a 2nd psu to try out but I want to see what the community thinks before I go out and order a new power supply.
Motherboard is a gigabyte z87-hd3
psu is ATNG ATM-600FB

may be two issues. the first is the cooler may be on to tight and the cpu lid is shorting out the cpu chip inside. try losing the cooler see if anything changes. the other issue is the cooler weight may be pressing the mb down where it shorting to the mb tray. or the back plate may be shorting out the mb. on some coolers they give a rubber spacing to keep the back plate from shorting the mb out.
 
Okay i just shut down the pc and tried loosening up the screws and pulled up slightly on the cooler. Restarted and still having the same problem. Any other ideas guys? What are the chances that both pci slots could go out?
