PCI slots wont recognize any cards.

Alright so my motherboard is seeing the pci ports and is saying they are all in working order, but when I plug in a card whether it is my 650, my sound blaster my friends 980ti my other pcs really old graphics card, it wont read them. They are receiving power but the bios just says the slots are empty and if I go and use a program like PC Wizard it says it says yes the ports are there and working but nothing is in them. I've tried everything from resetting CMOS, BIOS, even changing the operating system. (didn't think this would work but I like win 7 ultimate better then 10)

I'm running a ASRock z77 extreme4 motherboard, a msi gtx 650 2gb oc, 24 gigs of ram, i7 3770k, and a sound blaster audio card.
 
Have you tried the gpu without the sound card being in there? i'm wondering if PCIe link is getting confused and not detecting anything with the sound card? Just going by the update notes on Asrock for this mobo and was curious what i quoted from there means.
