Is a PCI bus speed of 33Mhz fast enough to run a 3dBlaster 32MB RivaTnt2 video card? If so, why else might I be getting such choppy graphics?

PCI bus is always fast enough for a card. It can only be too fast when overclocked. Look elseware

which screen resolution that in use when you notice the choppy graphics?
driver updated?
amount of system ram ?

your video card could just be a piece of crap for what resolution your running it at (if it's a high resolution). Try the Voodoo5 5500 PCI version
