PCIe 1.0 device compatibility with 3.0 SLOT

So I bought two of these INTEL PRO/1000 PT QUAD PORT SERVER ADAPTER - EXPI9404PT which is PCIe 1.0, and on my MiniTower Optiplex 7010 i have a PCIe x16 (Wired x4) which is 2.0 and a PCIe x16 which is 3.0. But my computer only detects the one on the "wired x4" slot. I already check if i have to checkbox anything on the BIOS but nothing, and the same happens on 2 same models computers, so do you think it has to do with the fact that my device in PCIe 1.0 and the non-detecting slot is 3.0?

That card is only 4x anyway, so why bother? The slot will be forced to run at 1.0 speeds anyway.

Since the x16 slot is usually meant for graphics cards, many manufacturers have spotty compatibility with things other than graphics cards on that first slot, especially if it's a Sandy Bridge or newer chip .
