I just get the mobo and rhe manual state that I need a 3rd gen cpu.

With 2nd gen the pci-e bus will run at 3.0, however a RX 5700 will not saturate a 16x pci-e 3.0 port, so you would see no performance difference between 3.0 and 4.0.

I'm having second thoughts ($)about the 5700. How about the 5600?

Be careful and do your research with the 5600s as there can be big performance differences between the 5600 cards depending on what vbios they are using.

5600XT is fine if your monitor is 1080p resolution.
