Question PCIe Device Recognized with One User but Not Another User???? How can I fix this?

Hello! I have a frustrating issue on a new setup.

ok, so of course I have a Mobo with multiple PCIe slots.... and in the Last Slot I have a Soundblaster Audio Card

When signing into windows as one certain account call it the "owner" account, the PC "knows" that it has a device (a creative soundblaster) plugged in and it works fine.

When Signing in as another user, say .. "guest" there is no audio, and the System does not even find that there is the HD audio device installed at all - I don't get an option to switch to it under the Sound output menu's either from settings, or from the little speaker icon on the left.

It's as if when other users other than that one "admin" is logged in - the PC has no idea that anything is plugged into that PCIe slot!!

One acct is admin the other account isn't the admin acct is allowed to auto initialize any and all need drivers for everything to work properly, the none admin isn't granted such pleasantries so you have to go through and run everything as admin to initiate the process

you can install software for the current user only or for all users
if you install for all users it gets installed in the public account. When you create a new user the public or default account is used as a template and new user should get a copy of the software. otherwise each user would have to install the user mode software.

in all cases the bios sends a list of all known hardware to windows so it should know about what resources were already in use by the bios.

Well... it is strange. Even when I do run the installation software with the Creative Drivers on it, the Hardware Manager still does not understand that there is something plugged into the PCIe slot. And this only happens on one user, the "non admin" user.
I may have to grant permissions to all users. This may change things.

When I first installed the creative sound card, and restarted the PC, I then found the new hardware listed, then I ran the installation software to set up the drivers. And it worked.

When another user logs in, there is no hardware at all listed in that PCIe slot.

Sorry for delay in response kids, you are correct the system admin or not should read a device plugged into the system. My recommendation would be make on the admin account, you make sure the chipset drivers are correct and up to date.
