PCIe x16 running at x4 instead? Help me

Hey, what's up?
I was looking for input lag trouble in win 10 and found a weird information: my VGA is running at 4x and not 16x. I know that it isn't different but how is this happens? All my configs are setup to use maximum performance. Can you help me?
Here is my config:
I5 6600
GA-Z170M-D3H-CF
HyperX DDR4 8gb 2133mhz
GTX 750 TI OC EVGA 2GB

How do you know it is running at x4? run GPU-z and at the same time run something like Heaven benchmark, you will then see whether the GPU is really running at x4...It usually shows x4 until the GPU actually starts working...

Which slot is the card in it should be in the slot closest to the CPU?

@Vmax I did the gpu z test to see if it would modify, but I did not modify.

Okay this is a tough one as I am not too good on this side, but checking your Motherboard and BIOS I cam across this...Try going to the BIOS and checking this setting...change it to 3.0 x 16 from auto for your main PCI-e slot...

Also make sure Bios : Initial Display Output >> PCIe 1 Slot Sets the graphics card on the PCIEX16 slot as the first display. (Default)
I would make sure windows is running on the high performance scheme, and graphic card power limit is set to 100%, and if possible load optimal Bios defaults.

Also one final thing. If you have a M.2 SSD that is running NVME 3 x 4 mode then one of your SATA slots cant be used...SATA Slot 0 can not be used....Just double check...I know I am reaching...but

I'd say remove the card, blow it out with canned air, then try reseating the card. Making sure it is fully seated. Perhaps a pin just isn't connecting causing it to default to x4.

Which specific 750 Ti do you have? It could be it just is designed electrically for x4 mode. It shouldn't affect performance. After all a GTX 1080 doesn't suffer any perceptible impact switching between x8 and x16.

I did a general cleanup on my gpu and mobo and everything went back to normal
