I Got My new Palm one Handheld and it goes on everytthing nicely till when i
connect it with the MiniUSB to XP Comp. it gives small shockes the Handheld
Buttons

It is possible that the USB port is not properly wired if it
is a front panel port. Does the computer USB port work
properly with other USB devices?
Does the PDA connect with a cradle or directly to a USB
cable?

The shocks should not be happening, but the voltage from USB
is so low that you should not be able to feel anything, but
you are getting either static electricity or you have some
line voltage problem with your computer power supply ground
wire system. Make sure that the computer power supply is
properly grounded with the power cord and that the outlet is
grounded.
