I recently removed a celeron 2.0GHZ from my mobo and installed this 2.8ghz pentium 4..

Mobo- Zebronics ZX-945-15 (i915 chipset, which says to support 400/533/800mhz fsb as in the manual..) with 1gb ddr2..

Celeron which i had- http://ark.intel.com/products/27174/Intel-Celeron-Processor-2_00-GHz-128K-Cache-400-MHz-FSB

Pentium 4 which i have now- http://ark.intel.com/products/30764/Intel-Pentium-4-Processor-520521-supporting-HT-Technology-%281M-Cache-2_80E-GHz-800-MHz-FSB%29
Problem is that my celeron used to run @ 2.66GHZ with 20x multiplier.. (20*(533/4))...
But this pentium 4 is only running @1.87GHZ with 14x multiplier.. (14*(533/4))...
BIOS detects it as Intel(R) Pentium(R) 4 CPU 2.8GHZ
Tried testing speed with high usage (wPrime benchmark) but it did'nt overclock..

I have explored the bios and could'nt find any setting about multiplier or voltage adjustment..
Is there any way to increase this multiplier.. Any wire mod or something like jumper settings..

Hmm, if 533MT/s is 12 23 12
then 800 MT/s should be 23 12 12.
Maybe set the FSB then load defaults in BIOS or clear the CMOS before booting.
I just remembered that the vcore voltage in those screenshots is 1.651. I thought CPU-Z was misreporting those values but since you mentioned heat problems...
The Intel specified voltage range for this processor is 1.287V-1.4V. It seems that the CPU is overvolted.
