Pentium 4 overclock

Hello, I'm going to be overclocking an older Pentium 4 cpu and was wanting to know a couple of things about cooling. Firstly what is the highest speed I can achieve with a 2.8ghz HT P4 on a stock cooler, also what way should the fan be directing air... should it be facing down, blowing the air from the case to the cpu or face upwards blowing air directly from the heatsink.

Also If I were to buy a more suitable heatsink for overclocking what would be the best to go with and what cpu speeds could I potentially be able to achieve with a better cooler.

And lastly what about water cooling, can I achieve much higher clock speeds than with a good air cooler, and what speed could I achieve by adding a water cooler?
 
Ok, after half-reading, half-skimming, I'd say you'd want to go to an overclocking guide and see what they say.

The stock cooler is horrible. Get a CM Hyper 212 EVO.

Judging by the speed of the CPU, I'd say the highest would be about 3.5 overclock without drastic measures.
