no i am just asking if i can overclock currently i dont have the mobo that will suport intels chip

It will run Windows 7 32bit or something like Linux 32bit no problem. I have an old 32bit AMD Sempron 2300+ Thoroughbred Single-Core 1.583 GHz Socket A SDA2300BOX CPU that can run Linux Mint with Cinnamon. Bought it in 2005 for $57.00 USD.

That Intel e2160 is a dual core at least so that is at least going to be a little faster in comparison.

Yes it will run windows 7 fine and will boot newer windows, however they will be very slow.
If his mobo supports it a core 2 duo or core 2 quad would be much faster.

Unless you're building this for a retro machine, DON'T waste your money building a system around this old [potentially damaged] CPU. Every dollar you spend could've been put toward a more modern setup which would crush what you'd build around this CPU.
