Perflib_Perfdata_6f0.dat Question?

I would like to know what program uses this. I have no clue and I
can't delete it either.
I would uninstall the program if I could find which one.
Please help

I goggled my but off and the best I can come up with is monitoring
turned on. I go to the control panel add remove windows programs
Monitoring is not checked so no Joy.
Any other ideas.
