Performance Anomaly Help

To start:

i7 3770k Ivy Bridge (3.5ghz, OC'd to 4.2)
16gb 1866 DDR3 g.skill ram
Samsung SSD (this is where the games are)
GTX 980 x2 (SLI'd)
ASRock Extreme4 Z77

I'm here to clear up a few things as I haven't actually had a wonderful system before and I guess maybe my perceptions of how this system should be performing, so with that in mind this may be a pretty long post.

Alright so I know gaming performance is largely based on the game itself and its engine. For example WoW will dip below 60 fps in mildly populated areas. My perception is that with this setup it should be a solid 60 frames. On the other hand Battlefield 4 is a pretty solid 120-150 frames and even while recording. I'll use those 2 as two opposite ends of the spectrum because WoW's engine is old and not optimized for SLI and as I'm told it largely pulls from the CPU over the graphics card, and Frostbite is at least somewhat optimized for higher end components. Again, I know it is largely based on the game because there are some that run perfectly and others that appear choppy (FPS says 59-60 but it seems so choppy on The Evil Within)

So my next concern is it maybe settings within NVidia control panel? Are there any settings that should now be on because of my setup? Is my CPU now holding me back or my mobo (I can't imagine it is that). Or am I completely insane and I have unrealistically high standards for this system. I ask because there seems to be a lot of people with lesser specs running similar settings with much more stable fps.

I should mention that nothing is overheating (not mem, cpu, gfx card), nothing is being used up too much (cpu goes up to about 30-50% usage on BF4 and mem is hardly ever above 30). I also just recently installed Win7 as well so I can't imagine there isn't much in terms of software holding me back.

Any sort of help would be greatly appreciated as I'm running out of ideas, or just have no idea at all. If you need any other information regarding my setup just let me know.

Your problems seem normal. Even the best systems will get occasional or frequent hiccups in games. Games that are limited at 60 Hz can do nothing but drop in frame rate if you have a good system, so it is typical to see drops in frame rates despite the average being about 59.
