Question performance degradation after reinstalling windows 10 in games

recently I’ve upgraded my pc( I changed cpu, motherboard and ram). After the replacement everything was fine until I decided to fully reinstall windows. I reinstalled it form usb drive. I formatted hdd during the reinstallation so everything was removed. After finishing the process my system became laggy, lots of freezes appeared in games. I tried to install new drivers, updates in windows update center but everything was in vain.
My pc specs by the way:
Nvidia Titan Xp
Msi B550-a pro
Amd ryzen 5 5600
Kingston 8 gb ram, 2666 Mhz
1tb HDD.

First - get yourself an SSD.
No modern system should be without it.
Windows 10/11 without SSD is basically unusable.

Then - upgrade ram. 16GB minimum, 32GB recommended.

Install all motherboard drivers. Download from board manufacturer support site.

Install Nvidia drivers. Download from Nvidia support site.
 
Something isn't running right, and while I do agree you should get a SSD (for at least OS) and 16GB RAM is basically minimum now (I'm assuming you have 2x 4GB sticks now, if it's 1x 8GB this could be another problem) I think something else may be going on.

What sort of PSU do you have (model/power/age)?

Consider using some software to check your system performance and behavior such as HWMonitor just to make sure the CPU/GPU are operating as they should.

PSU: deepcool da500 500w(456 watts on a 12 volt line). It was bought 4 years ago. It's barely enough, I want to buy a new one.
GPU and CPU are in good condition. Recently i bought used video card(titan xp) but it's working fine: the GPU doesn't does not exceed 83°C while official titan xp max temp is 85°C. 3dmark graphics scores are 30 078 in stock and 32 435 with core overclocking at 150 MHz. These are good results relatively to other GPUs of the same model. CPU max temp is 82°C, average is 79-78°C, it's okay considering that I have default AMD cooler. Cinebench R23 result is 10 472 in multi core. It's average score for a cpu of the same model.
By the way, I have one stick of RAM.
 
PSU and RAM are in dire need of replacement and upgrade. The PSU is a deathtrap waiting to be sprung on all the other components in the PC. Please get at least a 650w PSU from Corsair with the moniker RM, RMx, RMe or better, or get a Seasonic GX, or PRIME of 650 watts or better. For the RAM, you want at least a 2x8gb kit of cl16 3600mghz kit of RAM. They can be had for very cheap. 32 gb of 3200 mghz CL 16 RAM is usually only about 10 dollars more for some options.

Having one stick of memory could easily have a very real performance consistency impact when gaming. I'm not 100% certain that's the only problem here, but it's a very real problem especially with the low memory speed.
What’s interesting about this is that it’s more like lags caused by windows or HDD, a lot of freezes happening not only in games but in windows desktop when ram barley loaded.

upgrade ram to dual channel 16GB minimum (32GB recommended).​
BTW - what is model name of your HDD? Is it SMR model by any chance?
Those are not suitable for installing windows onto them.

Yeah, my PSU is like time bomb, at some point it will kill my system. I going to buy a new 650w minimum soon.

I already understood that I have to upgrade to ssd and add another one ram stick. I’ll do it soon

Normally if there are actually small freezes, the brute force solution is to use DPC Latency Checker or LatencyMon while you disable drivers one at a time to find the culprit. Yes, this is as time consuming as it sounds, and sometimes the problem turns out to be a dying HDD rather than any driver.
