My I7-6700hq gets 100FPS consistently without dropping unless im in an intense area or build fight, so going by that, will I be able to get 200FPS with an 8086k mildly oc'd on a 120mm aio with a rx 580?

And will I be able to stream at 100FPS Consistently? Or would It be worth it to drop to an 8700k, oc, and get a better gpu.

With what you've listed above(though incomplete) I'd say streaming while gaming will need fine tuning with in-game details and the settings of your streaming app/broadcaster.

Mind sharing your proposed specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

Well, Im not sure yet, that's why I am asking, but it would probably be something like

8086k
Z390-A Pro (dont need a beastly overclock)
16GB 3000MHZ CAS15 Vengeance DDR4 RAM
500GB Crucial MX500(?) M.2
RX 580
Seasonic 512W Fully Modular Bronze PSU
(depends on ending price)
Win 10
