Question Performance issue in rust!

Hi! After 2 years pulled up rust again to try it with my new pc, but it's running insanely bad. I get like 110 fps, but as soon as I pull out any tool or hit something it drops 50-60 fps instantly and sits on 60 or under 60 fps. My old pc was an i5 2400, gt 1030 ran the game with 60-80 fps no constans drops. My current stuffs should have better performance, but no. Ryzen 5 3600, rx 580 8gb, 16gb 3200 mhz ram, game on ssd. Tried both low, and high settings, same performance.
 
Look at the temperature is it overheating or not, don't overclock the gpu, update the driver, or reinstal the game
I had win10 pro it was hella bad, pulled up revios and a bunch of different debloated operating systems, but every single one of them had the same performance. it's literally unplayable, I get 58 fps while hitting a tree, while my 8 years old pc doing a better performance in the game
 
some resolution?
brand and model of the psu?
cpu/gpu temp and usage during the game?
ram/ssd usage?
Tried native, and many others like 1680x1050 etc. PSU is a cooler master 550W bronze, Cpu temp is between 55-70 barely hits 70 with spikes sometimes, gpu temp is sitting on 70 celsius with 1 fan after multiple hours, since the other one is keep falling off, I have to change fans. Ram 13-14 gb from the 16, windows using 4 from that 13-14. SSD barely in use like 5-10%
