Question Performance issue with my PC : great average FPS but horrible 1% and 0.1% low

Hi everyone, here's the spec of my PC :

i72600k @ 4.5GHZ
Gigabytes z68x-ud4-b3
16GB 4X4GB DDR3 1600mhz 9-9-9-27-36
Crucial MX300 512GB
RTX 2070 aorus xtreme

Running on windows 10

I'm playing call of duty Infinite warfare but I have a similar problem on a lot of games, mostly newer games

Here's my benchmark result while playing call of duty

Average framerate : 105.4 FPS
Minimum framerate : 0.8 FPS
Maximum framerate : 124.9 FPS
1% low framerate : 9.4 FPS
0.1% low framerate : 0.8 FPS

I'm playing in 4k but I have pretty much the same result in 1080p

My framerate is capped to 120FPS

So the gameplay is really really not smooth with those horrible 1% low and 0.1% low

Any idea what could be the issue?

When I look at the cpu usage, I'm around 50% on all threads with some peaks near 70%

Are you using a M.2 on Z68 chipset? Is this your only drive? (and boot drive) I guess you re using a pcie adapter? Even so, i wonder how you made it to work as a boot drive?
I would try loading games in a normal SSD or HDD first. That should be a good effort to delineate your 0.1 lows which are horrible.
Your 1% low could be this, or a combination of things like adding a RAM bottleneck on the equation. I had bad lows when using 1333 ram with my i7 3770 @ 4.3 ghz. Things got a lot better using G.Skill 2400 mhz.

The crucial mx300 SSD is a sata SSD drive.

For the memory the maximum speed is 2133, I guess I could try that

I just did a test with a more recent "low end" cpu and the 1% low climbed to 58 FPS, so for sure the cpu is the issue.
