[SOLVED] Permanent black screen after boot. (R9 270x)

I was recently playing a game when all of a sudden the screen started glitching and became black.
After restart it would show the windows logo with the loading and then black screen, never booting into windows. After a couple of restarts it launched into "windows is diagnosing problems" and than said there is no solution.
I assumed it was my hard drive so i installed windows on a new SSD (without copying files from HDD). Worked fine until i started installing the drivers for the graphics card after a couple of seconds the black screen returned, also in this case every time i restarted it never successfully booted into windows, only a black screen.
Only way to get it back was to reinstall windows.
I've reinstalled it a couple of times with different drivers for the video card and every time the same thing happens.

My specs:
Motherboard: M5 A97 R2.0 (no integrated graphics)
CPU: FX-6300
Graphics card: Sapphire R9 270X (4 years old)
Power supply: Corsair CX500M (500W)
RAM: 16GB (4x4GB)

I would assume the Graphics card is dead but I'm hesitant since I don't understand why it can still boot into windows on a fresh install without drivers? Since my motherboard doesn't have integrated graphics (that i know of)?

Well I would recommend trying to dust it off.
Yeah same i have GTX 470, works without drivers, if you install it, it goes living crap out of it after few seconds into the windows desktop and blue screens the Windows.

Have you tried reconnecting the GPU power to other PSU ports. It seems like your PSU has one rail overloaded.
