Question Permanent black screen DURING AMD GPU driver installation

To keep things short:
New build.
Update BIOS for Ryzen 3rd gen.
Install Windows 10.
Download Radeon drivers.
Installing...
When close to 40% screen goes black and that's it. No amount of waiting will make it come back. Fans slow down as well. Screen stays black after Windows logo when rebooted.

I've tried DDU'ing several times, while blocking Windows Updater, still won't do. I've also performed a clean reinstall of Windows, still no result. Could it be the GPU that's defective? It was not properly sealed when I got it so maybe someone already dealt with her and returned her b/c of being defective.

CPU: AMD Ryzen 3600
GPU: MSI Radeon RX 5700 XT
Motherboard: ASUS Prime B450M-A
PSU: Corsair CX 650W 80+ Bronze
RAM: Corsair Vengeance LPX 2x8GB DDR4 2400 MHz
 
UPDATE: long story short, check gpu seat. If it looks ok undo retaining screw and move board up down, my display came back after I moved board down so even my display is back something is seriously lose in the Pcie slot.
 
UPDATE to OP: tried the GPU on another build. Different motherboard, PSU and all. Same result: screen jumps to black during driver install, fans slow down, and a hard reboot gives nothing but a black screen. Build was working fine with a Gigabyte GTX 970 and still is.

Is there something else I should try before asking the retailer for a new one?
