My tower started making odd noises likely a fan issue and I checked the temps via the msi dragon software which reported 99C and 80C for core and socket respectively.

Shutting the system down, I was given a notification that the cpu was overheating.

Is this likely to have shortened the life of the cpu significantly?

Intel i7 10700 CPU
Msi mpg z490 gaming plus MB
Corsair vengeance pro 32GB 3200mhz ram
Msi rtx 2080 super 8gb GPU
Lian li Galahad aio 360 liquid cooler
Corsair LL120 3fan kit

When the CPUs hit such temps, they should automatically downclock and undervolt themselves to bring temps down precisely to prevent damage...

I'd not worry about anything permanent, just concentrate on confirming your AIO has 'headed South', be it due to outright failure, or typical degradation due to pump micro-fins clogged with fouling gunk deposits, etc...; replace AIO with lesser cost but competent air-cooler, if you case is wide enough to accommodate one...
