Question Permission prompt for every screenshot taken with Screenshot Touch app: how to work around this abomination?

This tutorial requires to install ADB (for me on Windows) through these steps. But in "How to set up ADB on your computer" section, step #6 "In the Command Prompt/Terminal window, enter the following command to launch the ADB daemon" is incomplete - the command to launch is missing.

Any idea how to get out of this?

What is the result if you simply type/enter "adb devices" and then Enter?

What launch command is expected?

Provide some screenshots leading up to Step #6 and also the results of Step #6.
