Personalization cannot be Modified

I have rebooted my PC and when it turned back on, the taskbar and windows changed its colors and themes. I tried rebooting again and it seems stuck in Classis theme. I tried going to Personalization/Themes but the other options are grayed out ( inaccessible). I start experiencing crashes in some programs like microsoft word and Photoshop as well. The only thing I modified before this happened is the antivirus. I removed the antivirus Mcafee. and After the reboot, It became like this. Anyone would like to help? Thank you very much.
