Phanteks PH-TC12LS for Ryzen 5 2600?

Hi!
I'm planning to build a new PC with Ryzen 5 2600. I've read the factory cooler of AMD is not enough for OC.
Is Phanteks PH-TC12LS 120mm better? Or should I buy one of the Noctua coolers?
I'm looking for "low-profile" coolers because the allowed size (of height) must be under 82 mm to fit in my Mini-ITX case (Phanteks e. e. shift). Also, I prefer air-coolers instead of liquid because I have no more money :/ and I've read that not to buy liquid coolers under c.a. 60€ (70$).

That cooler should work pretty decently. I've heard of people running 7700K's at 5GHz with that cooler. So I'd imagine you will have some headroom to overclock.
